Buckland Development Ltd Welcomes Fareham Borough Council’s Resolution to Grant Welborne Garden Village’s Outline Planning Application

Buckland Development Ltd (Buckland), the Master Developer of Welborne, has welcomed Fareham Borough Council’s (FBC’s) positive decision on the outline planning permission for the new Garden Village.  The outcome marks a significant milestone in the planning process and brings the scheme a step closer to delivery. 

Commenting, Buckland Chairman Mark Thistlethwayte said: “We are delighted by the Committee’s positive decision today. Reaching this point has taken more than a decade of carefully considered work, resource and investment by Buckland. Our approach has always been about creating a place everyone will be proud of and will be of benefit to residents for generations to come. As Master Developer of Welborne, Buckland is in a unique position to make Welborne special – this decision is a significant milestone enabling us to continue with our long-term vision and commitment to delivering Welborne.”

Over the years, Buckland’s experienced in-house project team and supporting specialist consultants – including David Lock Associates, AECOM, WSP, Barton Willmore and BECG – have worked together in developing Buckland’s vision for Welborne and this consistency of approach will continue. Buckland will of course continue to engage with Fareham Borough Council, stakeholders and the local community throughout the next stages for Welborne.

Key steps for Buckland are to:

  • Develop a Strategic Design Code for Welborne – setting out a framework to help ensure that the architectural design of the new community is maintained throughout the lifetime of construction.
  • Secure formal consent once Planning Agreement (S106) is finalised with Fareham Borough Council.
  • Support key stakeholders to secure additional funding for the new M27 motorway Junction 10.
  • Prepare submission for Reserved Matters application for first phase of Welborne.

Following the above steps, the target date for first occupation is currently aimed at end of 2021 / start of 2022.

Benefits of Welborne

  • The provision of 6,000 much-needed homes for Fareham and the surrounding area. A variety of housing types and tenures will provide homes for all ages and incomes, with all meeting a high-quality Design Code.
  • Promotion of health and well-being through provision of generous green spaces, walkable neighbourhoods, sports facilities, community infrastructure and healthcare.
  • Significant local and regional infrastructure investment including: upgrades to Junction 10 of the M27 to allow traffic to enter and leave the motorway in both East and West directions, Bus Rapid Transport (BRT) service to Fareham, new access points and safety upgrades to the A32, and land reserved for a potential future rail halt.
  • Social infrastructure including sports facilities, a health centre, community centres, play areas, green space, cycle and pedestrian paths. These will be delivered early in the lifecycle of the development to promote community wellbeing and cohesion from the outset.
  • Childcare and education needs will be covered from 0-16 with nurseries, three primary schools and a secondary school on the Welborne site.
  • Over 7,000 jobs will be created in the construction phase of Welborne, and an estimated 5,700 permanent jobs will be created across the business, retail, education, healthcare and leisure activities on site.
  • Green space and environmental sustainability are ingrained in Welborne’s Masterplan, with woodland, parkland, play areas and natural habitat creation prioritised through each stage of development. There will be 84 hectares of open natural green space and woodland, and 25 hectares of parks and green space, including 13 playgrounds
